Progress on OpenDoor

New Features and Planned Improvements

We are proud of the work product of our bipartisan, interagency effort to create Kentucky’s OpenDoor and to improve upon it so that it is one of the most comprehensive sites of its kind in the nation.

But we have not finished perfecting Kentucky’s Open Door. Nor will we ever be.

This site will be ever-evolving and ever-improving; it will be our continuing goal to refine and supplement this invaluable taxpayer resource. Indeed, we are continuing to ask the public for input to make the site even better.

Below is a list of suggested improvements for the site that have been presented to the OpenDoor team with the status of each of these improvements, the timetables for action and/or the potential challenges to completion.

    With the site launch in January the expenditure search allowed visitors to drill down into state expenses to individual expenditure types. There was no exemption level for transactions and information was updated daily.

    Records linking the Commonwealth’s extensive mapping and geographic information systems data were added. Also, expanded information was added regarding partner transparency sites including the Treasurer’s V.I.E.W. and the Secretary of State’s Business and Legislation data; information and links to the Commonwealth’s Recovery Webpage was also included.

    The contract search allows searching on individual procurements and provides actual copies of the contracts. The search includes all competitive bid contracts and is updated daily without an exemption level.

    In cooperation with the Personnel Cabinet a state employee salary search was added for executive branch employees.

    Individual agency budgets allow visitors to view sources of agency revenue, and their overall budget.

    The sections were added to provide visitors more information on public records, executive branch ethics, administrative officials and more.

    The expenditure section was expanded to allow site visitors to drill down within payments to individual vendors; the overall site was redesigned to improve user friendliness.

    Maps of statistical demographic information about KY are now provided, including categories such as unemployment and poverty rates and population growth.

    Open Door now features a detailed timeline of the state’s budget process to educate citizens on how budgets are developed and approved.

    Open Door has included a page for the state’s most important financial reports, such as the Comprehensive Audit of Financial Resources (CAFR), the Executive Branch budget, state investment and debt reports, and important revenue and tax information.

    Kentucky’s Open Door now has an automatically updated, fully-searchable database of state owned and leased properties.

    Open Door has expanded to include more comprehensive diagrams and charts on all categories of state sources of funds in the Executive Branch Budget and allows users to “drill down” to identify more specific information.

    Open Door will feature an expanded section for students in order to provide comprehensive links to help promote their financial literacy.

    A Budget Builder game will allow citizens to play the roles of Governor and General Assembly and develop a state budget, with all of the financial data available to him or her.

    Open Door will provide real-time access to data on the state’s new energy-control program within its facilities, demonstrating how state dollars are being saved through greening programs.

    Open Door is in the process of retooling existing software that will allow for fully-integrated searches that will overcome spelling problems within the system or by Open Door users.
